In a small saucepan, bring water to a boil. Add the cinnamon stick, cloves, cardamom pods, and ginger.
Reduce heat to low and let it simmer for about 5 minutes to infuse the spices.
Add the black tea bags to the saucepan and continue to simmer for another 3-4 minutes. If you prefer a stronger tea, you can steep the tea bags for a longer duration.
Remove the saucepan from heat and stir in the honey or sweetener of your choice until it dissolves.
Let the tea steep for an additional 2-3 minutes.
While the tea is steeping, heat the milk in a separate saucepan or in the microwave until warm.
Strain the spiced tea into serving cups, discarding the tea bags and spices.
Pour the warm milk into the cups, dividing it evenly among them.
Sprinkle a pinch of ground nutmeg on top for an extra touch of flavor and aroma.
